Dr. Yu’s research interest ranges from the development of public administration theory to the assessment of the performance and impact of particular public policy in contemporary China. In recent years, his publications (in Chinese) concentrate on probing:
I. How China’s traditional “monarchical bureaucracy” has been transformed and also has been resisting the transformation into a “rationalized bureaucracy”, while the state and society are amid the modernization and globalization process. Examples such as the administrative agencies streamlining reform, which has been consecutively undertaken since 1982 and the “Doing Business” environment reform since 2014, are right now under investigation.
II. How China’s party-state system are engaging with advanced ICT, big data and AI technologies to promote the responsiveness of governance and improved the performance of its bureaucratic organizations. In particular, whether or not and to what extent technologies can be successfully embedded into China’s bureaucracies in transition. Right now, cases like the Smart Social Governance System in Jilin Province, the City Brain smart urban system in Nantong City JiangSu Province are under investigation.
III. How the nation-wide introduction and application of the World Bank’s “Doing Business Index” across China are reshaping government-business relationship in various regions and are rationalizing the bureaucratic systems in China. Cases like Jilin Province and Jiangsu Province are now under comparison and investigation.
