彭毅，男，哲学博士，现为南京大学政府管理学院教授，博士生导师，应急管理学系主任。兼任中华建设管理研究会（香港）副会长（2026-2028），ESCI期刊《Journal of Urban Management》副主编（2025-），FMS管理科学高质量期刊《International Journal of Construction Management》编辑（2026-），CSSCI集刊《风险灾害危机研究》编委、江苏省安全生产科学技术学会监事会主席（2024-2029）、中国优选法统筹法与经济数学研究会高等教育管理分会常务理事（2023-2028）。

其先后在哈尔滨工业大学电子信息学院获得工学学士学位（2007，通信工程专业）、浙江大学公共管理学院获得管理学硕士学位（2009，土地资源管理专业）、香港理工大学环境与工程学院获得哲学博士学位（2013，工程管理专业）。曾为美国北卡罗来纳大学教堂山分校访问学者（2012.12-2013.4），香港大学建筑学院iLab博士后（2013.10-2014.12），浙江财经大学教师（2014.12-2022.7），英国剑桥大学土地经济系访问学者（2017.8-2018.8）。

其2018年入选浙江省“钱江学者”特聘教授、浙江省“151人才工程”第一层次，2020年入选浙江省首批“高校领军人才培养计划”高层次拔尖人才，2022年入选南京大学“登峰”计划（B）。

主持江苏省教改重点项目，指导及参与指导学生获全国研究生公共管理大赛二等奖、全国大学生课外学术科技作品竞赛一等奖等各类省级以上竞赛奖项多项。
